There will be a special town meeting on Monday, August 22, 2022 in the Community Room of the Town Office. The meeting will start at 6:00 PM. The warrant for the meeting is posted below.
Town Warrant To; Holly Coons, Appointed Constable of the Town of Winn, Maine, County of Penobscot:
Greetings: In the name of the State of Maine, you are required to notify and warn the inhabitants of the Town of Winn, qualified by law to vote in town affairs, to meet at the Community Room at the Winn Town Office/Garage in said Town on Monday, the 22nd day of August A.D. 2022 at 6:00 o’clock P.M., then and there to act on the following articles to wit:
Article 1. To choose a moderator to preside at said meeting.
Article 2. To see if the Town will vote to opt in to an adult use marijuana retail store.
Article 3. To see if the Town will vote to approve the following changes to the Transfer Station:
(Each section will be voted on separately.)
a) To require mandatory recycling for all residents of Winn
b) To adopt the following fee schedule for certain items taken to the Transfer Station: 1) Mattresses $20.00 each 2) Couch, chair, etc. $15.00 each 3) Appliances $20.00 each 4) Tires ( 18” and under) $5.00 each
c) To see if the Town will vote to not pay the tipping fees on construction material brought to the transfer station or put into rental dumpsters. Construction material includes shingles, sheetrock, and other materials that can’t be burned.
d) If part c passes: To see if the Town will approve the purchase of a set of portable scales to weigh vehicles bringing construction debris to the Transfer Station. The scales will be around $4500 and the money would come from surplus. Article 4. To see if the Town will vote to approve the Anti-Blight Ordinance.
Notice is hereby given that the Registrar will be in session for the purpose of correcting the list of voters from 5:00 o’clock PM to 6:00o’clock PM at the Winn Town Office on the 22nd day of August A.D., 2022. Hereof, fail not and have this warrant with your doings hereon.

Attention - To Residents, Town of Winn
One of our significant expenses is disposal of solid waste. We are charged by the ton at the final disposal site and our contract for removal and transportation is influenced by tonnage. We believe that weekly curbside pick up minimizes the tendency by some to use back roads for disposal. There are times when recycling once a month causes home owners problems so the recyclables are put out with the weekly garbage pickup. This adds tonnage unnecessarily. Every effort should be made to recycle which minimizes cost to the Town of Winn, and the taxpayer.
Ireland Rubbish Removal stops at the transfer station as necessary to pick up recyclables in addition to the regular "Last Thursday" of the month pick up. We prefer you to use the monthly curbside service, however, if space or other commitments make it impossible to do so we will receive your recyclables at the transfer station on Wednesdays and Saturdays during the normal transfer station operating hours. Recyclables left curbside should be separated from the regular garbage by a space, preferably on the opposite side of the driveway.
The following guidelines will apply for both curbside and delivery to the transfer station. Each category below is to be separate.
- PLASTIC: Look for the recycle symbol and include only No. 1 and No. 2 plastic. This is mostly bottles with necks and milk or juice bottles. Rinse out all bottles. Do not include caps or covers.
- NEWSPAPER: Includes all forms of newspaper and magazines.
- CORRUGATED CARDBOARD: Break boxes down flat unless you use them to hold other recyclables.
- RETURNABLES: If you do not return these to a redemption center separate them from other cans and bottles for pickup.
- TIN AND ALUMINUM CANS: Rinse
- GLASS JARS: Remove lids, rinse.
* TIRES, RIMS, BATTERIES, METAL, WOOD, TELEVISIONS, FLORESCENT BULBS, OIL, ANTIFREEZE: DO NOT qualify for roadside pickup. These must be delivered to the transfer station. Rims must be separated from tires.
ALL GARBAGE IS TO BE CONTAINED IN PLASTIC TRASH BAGS OR GARBAGE CANS LESS THAN 35 GALLONS.
